  • Limits on passengers. Unless a parent or guardian is riding along, or the driver is carrying their own dependents, the limit is one additional passenger.
  • No phones or devices. GDL drivers cannot use a cell phone or hands-free device under any circumstances, and there’s no exception to that.
  • Seat belts for everyone. Making sure every occupant is buckled falls on the driver.
  • Alcohol: zero tolerance. For drivers under 21, hitting 0.01% BAC is enough to bring penalties.
  • A full probationary year. After passing the road test, drivers must complete a full year of unsupervised, violation-free driving before applying for a basic license.
  • The 50-hour practice log. Before a probationary license is possible, any permit holder under 21 must record 50 hours of supervised driving, and 10 of those hours have to be after dark. Sign-off on an MVC form is mandatory before a driver can take the road test.
  • Full privileges start with the basic license. Only after probation is over and a basic license is issued – no earlier than 18 – do the GDL restrictions no longer apply. Curfew, passenger limits, decals, and the device ban remain in effect for any driver under 21 up to that point.
  • Penalties are real. GDL violations can carry fines, delayed license eligibility, and extended probationary periods.
