  • Red decals (Kyleigh’s Law). Reflective red decals are required on both the front and rear plates of any driver under 21 who holds a permit or probationary license.
  • Late-night driving is prohibited. The hours between 11:01 p. m. and 5:00 a. m. are off limits, though work and religious obligations carve out narrow exceptions.
  • Limits on passengers. One extra passenger is the cap, and it is lifted only when a parent or guardian is aboard or the driver’s own dependents are in the car.
  • Devices stay off. GDL drivers are not allowed to use a cell phone or hands-free device whatsoever, and there is no exception to that.
  • Belts on, all passengers. Making sure each occupant is buckled falls on the driver.
  • Alcohol: zero tolerance. A BAC of 0.01% or higher brings penalties for every driver under 21.
  • A full probationary year. Passing the road test starts a full year of unsupervised, violation-free driving that has to be completed before a basic license can be applied for.
  • Fifty hours of supervised driving. Permit holders under 21 must log at least 50 hours of supervised driving, with 10 hours at night, before stepping up to a probationary license. Certification on the MVC’s form is necessary before a driver can take the road test.
  • Unrestricted driving arrive with the basic license. Only after probation is over and a basic license is issued – no earlier than 18 – do the GDL restrictions come off. Up to that point, anyone under 21 is still held to the curfew, passenger limits, decal rule, and device ban.
  • The penalties have teeth. GDL violations can carry fines, delayed license eligibility, and extended probationary periods.
