GDL in Carteret NJ: The Basics for Parents and Brand-New Drivers

Wrapping your head around GDL in Carteret NJ is where every parent should begin if the objective is a teen who drives safely and legally. Full driving privileges aren’t given out right away in New Jersey – the Graduated Driver License (GDL) system calls for a stage of supervised practice first, and not Oak Tree Road nor Route 1 alters how those rules work. What follows is a plain-English survey of the GDL rules that are in force and across the state.

Key NJ GDL Rules:
  • A path with three stages. Each new NJ driver moves through a learner’s permit, a probationary (restricted) license, and then finally a basic (unrestricted) license.
  • Two ways to obtain a permit. One option is that a teen signs up with an approved driving school for a Special Learner’s Permit at 16, or they wait until 17 and get an Examination Permit directly from the MVC.
  • Practice must be supervised. Permit holders must ride with a licensed driver 21 or older who has no less than three years of driving experience, seated in the front passenger seat.
  • Six hours of professional training, minimum. Special Learner’s Permit holders must complete six hours of behind-the-wheel training with a licensed NJ driving school.
  • The permit runs six months minimum. Six months of practice without one violation separates a permit holder and the road test.
  • Kyleigh’s Law and the red decals. Reflective red decals need to go on both the front and rear plates of any driver under 21 who holds a permit or probationary license.
  • Curfew. The hours between 11:01 p. m. and 5:00 a. m. are out of bounds, though work and religious duties carve out narrow exceptions.
  • Passenger limits. Unless a parent or guardian is on board, or the driver is transporting their own dependents, the limit is a single additional passenger.
  • Devices stay off. Not a single exception applies here: cell phones and hands-free devices are both prohibited to GDL drivers.
  • Seat belts for everyone. The driver is responsible for ensuring all occupants are buckled.
  • Zero tolerance for alcohol. A BAC of 0.01% or higher triggers penalties for every driver under 21.
  • Probation runs a full year. Passing the road test kicks off a full year of unsupervised, violation-free driving that must be completed before a basic license can be requested.
  • 50 hours of supervised driving. Before a probationary license is possible, any permit holder under 21 needs to record 50 hours of supervised driving, and 10 of those hours must be after dark. The road test won’t happen until those hours are documented and certified on the official MVC form.
  • The basic license removes the restrictions. GDL restrictions end once a driver finishes the probationary period and is issued a basic license, available at a minimum age of 18. Until then, drivers under 21 are still bound by the curfew, passenger limits, decal requirement, and device ban.
  • The penalties have teeth. Violate a GDL rule and you may run into a fine, a delay in when you’re eligible for a license, and extra time on probation.
