  • Zero tolerance for alcohol. Penalties take effect for any driver under 21 who blows a BAC of 0.01% or above.
  • Probation runs twelve months. Before anyone applies for a basic license, a year of unsupervised driving without violations must follow the road test.
  • 50 hours behind the wheel, logged and certified. Fifty supervised hours – ten of them at night – separate an under-21 permit holder from a probationary license. These hours must be recorded and certified on the MVC’s form before the road test.
  • The basic license ends the restrictions. Only after probation is over and a basic license is in hand – no earlier than 18 – do the GDL restrictions come off. Up to that point, any driver under 21 must still observe the curfew, passenger limits, decal rule, and device ban.
  • Consequences are a lot more than a warning. Violate a GDL rule and you may be hit with a fine, a delay in when you’re eligible for a license, and additional time on probation.
