  • There’s a nighttime curfew. Aside from a few limited exceptions tied to a job or religious observance, driving is not permitted from 11:01 p. m. until 5:00 a. m.
  • Limits on passengers. Only one additional passenger allowed, unless riding with a parent/guardian or transporting dependents.
  • Phones are prohibited entirely. Not one exception applies here: cell phones and hands-free devices are both off limits for GDL drivers.
  • Everyone buckles up. If someone in the vehicle is not wearing a seat belt, that is on the driver.
  • Alcohol: zero tolerance. A BAC of 0.01% or higher prompts penalties for any driver under 21.
  • One year probationary. After passing the road test, drivers must finish a full year of unsupervised, violation-free driving before applying for a basic license.
  • 50 hours of supervised driving. Fifty supervised hours – ten of them at night – separate an under-21 permit holder from a probationary license. These hours must be logged and certified on the required MVC form before the road test.
  • Full privileges come with the basic license. Getting through probation and being issued a basic license is what removes the GDL restrictions, and 18 is the minimum age that can happen. Up to that point, anyone under 21 must still observe the curfew, passenger limits, decal rule, and device ban.
  • The penalties have teeth. Fines, a longer wait for license eligibility, and an extended probationary period are all possible results of a GDL violation.
