  • Alcohol: zero tolerance. A BAC of 0.01% or higher triggers penalties for any driver under 21.
  • A full probationary year. Before a driver applies for a basic license, a year of unsupervised driving without violations must follow the road test.
  • Fifty hours of supervised driving. Before a probationary license is possible, any permit holder under 21 must accumulate 50 hours of supervised driving, and 10 of those hours must be after dark. The road test isn’t available until those hours are certified on the MVC’s form.
  • Unrestricted driving come with the basic license. Only after probation has been completed and a basic license is in hand – no earlier than 18 – do the GDL restrictions come off. Until then, drivers under 21 still fall under the curfew, passenger limits, decal requirement, and device ban.
  • Penalties are real. GDL violations can carry fines, delayed license eligibility, and extended probationary periods.
